Meet Andy McNally. Empathetic (almost to a fault) and a born rescuer, she's the star player in 15 Division’s finest batch of rookies. A natural A-student, she's already clashing with her training officer, Sam Swarek, who keeps telling her she's got to learn to trust her instincts. While it never hurts to be prepared, part of being a good cop is learning what you can’t control—which is seriously not easy for this girl. Andy's the daughter of retired beat cop Tommy McNally: her bloodline is the blue line. But Tommy left the force under a cloud, and only Andy knows that now he's hitting the bottle. So Andy is the most positive person on the job—because she knows first-hand where the job can take you, and she doesn’t want to go there. Swarek quietly believes that Andy could become the brightest new officer on the force, and though training officers are the forbidden fruit, Andy is feeling the pull of his confidence in her. Because she herself can’t help but wonder…can she really do this job?

Dov Epstein, 15 Division’s live-wire rookie, has an exuberant approach to policing that often gets him into hot water…but it also gets results. Dov's psyched to be a cop, having spent years as a sickly kid, glued to Starsky & Hutch under the disapproving eye of hippie parents. And now he feels like a player—although the ladies might disagree. But after riding shotgun with sceptical training officer Oliver Shaw, Dov's going to start to see that there's more to policing than bad guys and gunplay. And he just might find a way to prove that beneath his wise-cracking exterior beats the heart of a serious police officer, ready to serve and protect.

Traci reads people in a heartbeat, she suspects everyone who breathes, and she doesn’t have the patience for politics or subtleties. She’s also the only one of the five who didn’t go to college—but her street smarts almost make up for her lack of education. And she's got a weakness for Detective Jerry Barber. She met him at the Academy, and their affair's still going strong... Traci’s hard-won life experience and her straight-forward approach to policing are going to make her a successful rookie officer: it seems like she's got it all figured out. If only people knew...
